How healthcare spending has changed at France’s statutory insurer

 

This week HBI breaks down data from France’s statutory insurer to see how it has changed since 2017. It makes clear just how much the ongoing COVID-19 pandemic has upset ongoing trends.

Historic reimbursement data shows that the spend on most healthcare sub-sectors was increasing at average rates between 1-3% before 2020. But the pandemic has sent many markets back to pre-2017 levels of expenditure. Data from the French statutory insurer, l’Assurance maladie, is available for 2020 to the end of November.

The clear winners are labs, whose payment from the payor l’Assurance Maladie, increased 40% in 2020 to November and telehealth, which finally went from a negligible use to a €350m spend. This replaces some of the reimbursement lost by doctors from a severe drop in physical treatment. France’s telehealth law is designed so reimbursement can only realistically be claimed by a person’s official doctor.

We have also visualised how the breakdown of the spending changes over time. Hospitals and medicines remain the largest part of the total budget.
