Twenty years after the genocide that killed 800,000, Rwanda has managed to create a multi-tiered efficient healthcare system, building capacity from the inside. With 95% over the population covered through universal health insurance and an established network of operators, Rwanda now wants to attract more foreign investors –and medical tourists.
