Is last year’s free choice reform in Norway which only attracted 250 patients a “complete disaster”?

One year ago, the Norwegian government introduced a free choice reform, giving patients the opportunity to be referred to private hospitals. Only 250 patients have done so to date. Per Helge Fagermoen, CEO of the country’s second largest private hospital chain Volvat, explains why.
