Spanish church-funded hospital bids for public contracts as it looks to consolidate

A church-run not-for-profit hospital in Spain which is largely PMI funded is bidding alongside private hospitals for publicly-funded surgery contracts - and says it is targeting more private sector work and looking to consolidate church hospitals. But as it pays less tax than for-profit private operators, is the playing field fair? And would a united church hospital group be a threat?
